The preceding commit changed the set, not the default value, a second
attempt; this time also trying to handle the default number of threads.

Hopefully fixing issue #368

The generated gir file with introspection information serializes
part of the run-time state; running GEGL itself does not depend
on the serialized state, but its presence makes the bits in a build
vary depending on the host building it.

With meson version>=1.2 we pass an environment variable during gir
construction; which should make this serialized but ignored data
consistent from build to build.

This makes float render correct hard-coded sRGB colors in the
preset; we should use linear; but color management only works
in 8bit mode for now.

Only works in 8bit mode for now, but with fixes in ctx this should also
work in float.

This permits using viewbox relative measurements in paths/gradients.

Update inner-glow.c - crop was readded after I confirmed it isn't the culprit  here gimp#11231
